this won&#8217;t change.\u00a0 Training is a major issue, he says and it\u2019s getting worse.<\/p>\n<h3>12:43 Richard Wilson &#8211; TIGA<\/h3>\n<p>Games sector makes an important contribution to the economy and is very export focused.\u00a0 Important role to play.<\/p>\n<p>In the games sector qualifications are higher (80% at degree level) and average salaries are higher than other sectors at \u00a330k.<br \/>\nSector is growing globally but contracting in the UK.\u00a0 Poor supply of staff is the issue.\u00a0 Need incentives.<\/p>\n<h3>12:50 Miranda Sawyer<\/h3>\n<p>Public Money is often a hindrance to progress.\u00a0 But there is a role for public investment in the arts.\u00a0 We tend to under value our capabilities in this.\u00a0 Example of Liverpool as the Capital of Culture &#8211; drove investment in the city.\u00a0 Public money is needed in education and in big projects.\u00a0 Public money can be used to attract private investment and stimulate the economy.\u00a0 But it&#8217;s also about stimulating well-being.<\/p>\n<h3>12:53 Ben Bradshaw<\/h3>\n<p>The assumption is that the creative industries are re-shaping the economy.\u00a0 He thinks this is true.\u00a0 Every fringe event at this conference on creative industries has been &#8216;packed out&#8217;.\u00a0 Hears the pleas for support from people like Richard Wilson.<\/p>\n<p>12:56 Creative industries are \u2018not a luxury\u2019, they are central to the economy and to our heritage.\u00a0 Museums very important also.<\/p>\n<p>But how do we defend our creative value in a global economy?\u00a0 How can we make sure artists get compensated for &#8211; \u00a3180m a year &#8216;lost&#8217; through illegal file-sharing.\u00a0 Digital Britain bill will reflect the unity of the musicians who made announcements last week.\u00a0 It&#8217;s an important issue.\u00a0 Bill will be brought forward in this Parliament.<\/p>\n<p>Universal broadband access is an important aspect of the bill\u00a0 &#8211; this is something that the market will not provide &#8211; he says 40% of the country can&#8217;t get it.\u00a0 Needs to go further than 2 MBbps \u2013 need universal NGA through fixed-line levy.\u00a0 We need to understand what support there may be for local news &#8211; re-use of digital switchover money &#8211; BBC won&#8217;t get it anyway.<\/p>\n<p>13:02 Training opportunities are key to the Government\u2019s approach to Digital Britain \u2013 society wins and so do individuals who will be trained.<\/p>\n<p>Culture is not a \u2018luxury add-on\u2019 \u2013 they contribute to the economy \u00a31 spent of culture comes back as \u00a35 in economic contribution<\/p>\n<h3>Now moving over to Q&amp;A<\/h3>\n<p>Colin Tweedie &#8211; Governor of University of the Creative Arts.\u00a0 Vitality of the creative universities \u2013 they are worried by the potential cuts.<br \/>\nQ re product development and merging the Film Council and Games Council.<br \/>\nQ from Gary Townsend from Skillset.\u00a0 Future jobs in creative industries; need to think of supply of new talent but what about CPD for the existing workforce?<\/p>\n<p>Sawyer says that the more \u2018modern\u2019 universities will demonstrate their value over time.\u00a0 A law degree from Oxford is one thing but it\u2019s a bit of a stereotype \u2013 so dpn\u2019t worry.\u00a0 Quality will out.<br \/>\nBradshaw says that Universities will continue to be funded and they are capable of identifying the courses needed.\u00a0 New skills will come through \u2013 media studies not as \u2018airy fairy\u2019 as they used to be.<br \/>\n13:12 PB says training of \u2018high-level\u2019 graduates (not apprentices).\u00a0 HEFCE\u2019s in meltdown and meanwhile Skillset is being cut.<\/p>\n<p>Q re \u2018cutting off\u2019 illegal file-sharing from a woman from Ofcom \u2013 hierarchy of sanctions<br \/>\nQ from a writer and producer (Carol Haymann?)\u00a0 re rights deals on digital broadcasts<\/p>\n<p>13:15 Bradshaw &#8211; hierarchy of sanctions will come into force needs to be funded by rights holders.\u00a0 PB says &#8220;it will never work unless we do a &#8216;nudge&#8217; at the same time&#8221;.<\/p>\n<p>Bradshaw says it\u2019s an education job as well.\u00a0 Wilson says pirated games are running at 3 pirate copies per 1 gane sold in some cases.<\/p>\n<p>Broadcasters need to be held accountable says Carol Haymann (radio producer and writer).\u00a0 We generate little money from repeats on BBC7 for example.<br \/>\n13:20 Sophie Jones from Channel 4.\u00a0 About C4\u2019s role \u2013 Digital Britain is \u2018bang-on\u2019 about the importance of C4 public ownership to preserve support of new digital companies.<br \/>\nNick Hull from 118118 \u2013 we\u2019ve spent years trying to offer services at a reasonable price over mobile and have failed.\u00a0 How can creative producers do that?<br \/>\nWilson asked to comment on 118118 question.\u00a0 A lot of games businesses would like to \u2018self-publish\u2019;
